UK E-Invoicing Mandate 2029: Why VAT Businesses Must Act Now

The UK Treasury’s confirmation of a mandatory B2B e-invoicing regime from April 2029 marks a watershed moment in the nation’s digital tax transformation. This move aligns the UK with the broader European trend towards continuous transaction controls (CTCs) and digital reporting, reinforcing the government’s ambition to modernize VAT compliance and close the tax gap.

Following a consultation from February to May 2025 that received 342 responses (including Vertex’s e-invoicing contribution), the government will publish a detailed implementation roadmap at Budget 2026.  

The consultation feedback highlighted strong support for standardization and compulsory adoption to drive real uptake, while also raising concerns around cost, system upgrades, staff training, interoperability, and cybersecurity. Respondents emphasized that sufficient lead time and government guidance will be essential for successful implementation. 

The government is exploring models such as the 4-corner approach, which facilitates interoperability without imposing invasive pre-clearance requirements. A phased rollout is expected, starting with large enterprises before extending to mid-market businesses. Technical specifications and pilot programs will likely take a couple of years, leaving businesses with a narrow window to prepare.

Early movers will gain competitive advantages beyond compliance, leveraging e-invoicing to:
