V09 ~ Income Tax Process Assessment:  Identifying High Leverage Points for Tax Office Operations Improvement

The introduction of tax technology is not always a guarantee for tax office performance improvement.  People and process issues are sometimes more fundamental and higher leverage focal points.  To gain insight into where the high leverage points are, Vertex has devised a basic tax process assessment protocol.  Central to this assessment is the preparation of a performance model, which is introduced in this session.

The model depicts tax department performance in terms of effort and elapsed time to do provision and compliance, all as a function of key variables such as level of automation and the number and types of data sources.  The model also reflects and real world effects that incomplete data and data with errors have on tax department effectiveness.

A number of case studies will be used to illustrate sensitivity analysis that point up where automation may be appropriate but also where simpler changes such as training or adherence to consistent standards may yield measurable improvement in department performance.  A real-time illustration using a conference participant will also be featured.
